Mutual of Omaha: Your Guide to MACRA

What is MACRA?

The Medicare Access and CHIP Reauthorization Act of 2015 (MACRA) changes some of the Medicare supplement plans people new to Medicare can purchase. The rule says that as of January 1, 2020, newly-eligible Medicare beneficiaries won’t be able to purchase Medicare supplement plans that cover the Part B deductible. These are Medicare supplement Plans C, F, High-Deductible F and Minnesota and Wisconsin Part B deductible coverage. For MACRA purposes, “newly-eligible” people are those who become eligible for Medicare on or after January 1, 2020.

New Georgia Medicare Supplement Release from Mutual of Omaha

There are Medicare changes coming effective January 1, 2020 as a result of the Medicare Access and CHIP Reauthorization Act of 2015 (MACRA). The Act eliminates Medigap plans that cover the Medicare Part B deductible (Plans C, F and High-Deductible F) for people who are Medicare eligible on or after January 1, 2020.  That means those Medicare beneficiaries will not have a Medigap option with first-dollar coverage and will pay the Medicare Part B calendar-year deductible themselves.

How this impacts our new Mutual of Omaha Georgia Product:

  • Effective April 12th, you can now sell Plans A, F, G and N
  • Effective July 1st, you may begin selling the new High Deductible Plan G for applications with an effective date of January 1, 2020 or later
  • Until December 31, 2019 our High Deductible Plan F, underwritten by Omaha Insurance Company, will still be available in Georgia for individuals who are Medicare eligible prior to January 1, 2020. Only paper applications will be available for submission and can be downloaded on Sales Professional Access, Forms and Materials.

Qualification Period:

The Medicare Annual Election Period (AEP) for Medicare Advantage and the Medicare Part D Prescription Drug plans begins October 15 and will continue through December 7.

Mutual will begin accepting applications with a January 1, 2019 effective date on October 1, 2018.

AEP provides you an opportunity to help those individuals who plan to disenroll from their current Medicare Advantage plan and want to return to Original Medicare and purchase a Medicare supplement policy with an effective date of January 1, 2019.

It is important to follow the guidelines below and provide the proper documentation with your client’s application to help prevent any delays in processing.

Required Documentation:
For individuals voluntarily disenrolling from their MA plans:

  • Complete the “Previous or Existing Coverage Information” section on the application and submit one (1) of the following with the application:

-  A copy of the applicant’s MA plan’s termination notice (needed if applying for Guaranteed Issue);

-  A copy of the letter the applicant sent to their MA plan requesting disenrollment (dated October 15th or later); or

-  A signed statement that the applicant has requested to be disenrolled from their MA plan.

For individuals whose MA plans are terminating:

- Complete the “Previous or Existing Coverage Information” section of the application and send the following with the application:
- Page 1 of their termination letter from their current carrier, or
-  If they do not have their termination letter, a legible copy or image of their Medicare Advantage card will be accepted. A legible copy or image of a Medicare Advantage card will only be accepted for individuals whose plans are terminating not for those who are voluntarily disenrolling from their MA plan.

Med Supp e-App Process:
While in the application process:

- Click on the “Attach Eligibility Documents” button, and 
-
Attach PDFs of the necessary documentation to be submitted with the application. Documents can not be attached via the e-App process after the application is submitted.

The e-App provides a validation message, which will indicate whether the current MA plan your client is enrolled in has been terminated, meaning the carrier has terminated the plan. This creates a guaranteed issue situation and the message returned will indicate your client does not need to provide proof of disenrollment.

Note: Individuals who are not eligible for guaranteed issue must complete the health and medication questions on the application. Plans D, G and N are not available for guaranteed issue in most situations.

Providing Documentation After an Application is Submitted:
If the required documentation is not available at the time the application is submitted, or in the case of an e-App an electronic copy can not be created and attached, it may be faxed at a later date following the steps below:

Step 1. Obtain the policy number (The policy number will appear on the Case Monitoring Report on Sales Professional Access (SPA) or on the Med supp e-App dashboard for applications submitted via the e-App)
Step 2. Write the policy number on the documentation
Step 3. Fax the documentation to 402-997-1920

Medicare Supplement Market Premium Grows 5.4% to $27.1 Billion

CSG Actuarial has compiled information from the NAIC and other sources, and is reporting total earned premiums in the Medicare Supplement market in 2015 totaled $27.1 billion, a 5.4% increase over 2014.

A few other notes of interest:

The total Medicare Supplement lives covered in 2015 increased to almost 12.3 million, up 6.1% from 2014.

 

 

The top 10 carriers in terms of 2015 Medicare Supplement premiums were:

1.United Healthcare 2.Mutual of Omaha 3.Anthem 4.HCSC 5.Aetna 6.CNO Financial

7.BCBS of MA 8.Cigna 9.Wellmark 10.BCBS of FL

As shown below, the percentage of Medicare Supplement policyholders with Plans G and N continued to increase in 2015.

Medicare spending at its lowest in 50 years

Medicare Supplements In 2014, Medicare Part D premiums will reach $31, an increase from the past 3 years of $30. By 2014, Part D deductible will fall to $310 from the current $325.

When the Medicare Part D program began, there was a lot of concern the cost of the program would go up. Instead, the program has had the opposite effect and the cost has been kept low. Much of it is due to the strong competition and bidding parocess from the participating private insurers, according to Jonathan Blum, deputy administrator and director for the Center of Medicare.

Medicare has saved more than 6.6 million people, more than $7 billion on prescription drugs, and averaging $1,061 per beneficiary.

This is largely due to the government reaching out to pharmaceutical industry and bargaining for drug discounts. In order to participate in the 2013 Medicare program, the pharmaceutical industry agreed to a 52.5% discount on name brand drugs and 21% on generic ones. This savings has been passed on to the seniors. However, higher spending could be triggered for discounted premium drugs, cautioned the governments Medicare watchdog.

In March, The Medicare Payment Advisory Commission reported that Medicare's reinsurance payments are the fastest-growing component of Part D spending. Hence, the higher-cost and demand for specialty brand drugs for cancer treatment, which are not available on generic brands. These name brand drugs add to the cost of the reinsurance cost of the Part D program. However the gap that begins when a person’s Part D Coverage reaches $2,970 will close by 2020.

Blum also assured that seniors who reach the gap will ultimately benefit from the program because when the patient takes their medication, they will likely be healthier and may not require hospitalization.
