The 2027 ACA Open Enrollment Period Is Shorter: What Agents Need to Know

ACA insurance agents will have less time to enroll clients during the upcoming Open Enrollment Period. Beginning with Plan Year 2027, the Open Enrollment Period for Exchanges using the federal platform will run from:

November 1, 2026 – December 15, 2026

That is a significant change from the traditional federal Marketplace enrollment period that extended through January 15.

CMS finalized the change as part of its Marketplace Integrity and Affordability rule. For Exchanges using the federal platform, Open Enrollment will now end on December 15, with coverage selected during Open Enrollment beginning January 1, 2027.

For insurance agents, the shorter enrollment window means one thing: preparation and early client outreach will matter more than ever.

What Is Changing for the 2027 ACA Open Enrollment Period?

For consumers enrolling through the Federally-facilitated Exchange (FFE) or a State-based Exchange using the federal platform, the Plan Year 2027 Open Enrollment Period will be:

November 1 through December 15, 2026.

That gives agents approximately six weeks to complete Open Enrollment activity.

CMS also established parameters for State-based Exchanges that operate their own enrollment platforms. Those Exchanges may set their own Open Enrollment dates, but the enrollment period must:

  • Begin no later than November 1
  • End no later than December 31
  • Last no more than nine calendar weeks

Because dates can vary by state, agents working across multiple markets should confirm the enrollment schedule for each applicable Exchange.

Why the Shorter Enrollment Period Matters for Agents

A shorter enrollment window compresses many of the activities agents normally handle throughout November, December and January.

Agents may be reviewing:

  • Household and income changes
  • Current plan premiums
  • Provider networks
  • Prescription drug coverage
  • Deductibles and cost sharing
  • Available premium tax credits
  • Carrier and plan availability for 2027

Those conversations will now need to happen earlier.

Instead of relying on January to finish outstanding applications or reach clients who waited until after the holidays, agents using the federal Marketplace should plan around a December 15 deadline.

Start Reviewing Your ACA Book Before November 1

The most practical response is to move client preparation forward.

Agents should begin identifying existing ACA clients well before Open Enrollment and determine which clients may need additional attention.

Start by reviewing clients who have experienced:

  • Household changes
  • Income changes
  • New dependents
  • Provider changes
  • Prescription changes
  • Significant premium increases

Earlier outreach gives clients more time to gather information and gives agents more time to work through complicated cases before the December deadline.

Update Your 2027 Marketing Calendar

The shorter Open Enrollment Period should also be reflected in your marketing.

Review your:

  • Email campaigns
  • Social media posts
  • Direct mail
  • Digital advertising
  • Appointment scheduling
  • Website content
  • Client reminder campaigns

Make sure consumers clearly understand when Open Enrollment begins and, importantly, when it ends.

This is particularly important because CMS has strengthened Marketplace marketing standards for agents, brokers and web-brokers. In the 2027 Payment Notice, CMS specifically identified miscommunicating enrollment timelines and deadlines as an example of a prohibited marketing practice.

Agents should make sure older ACA marketing materials referencing a January 15 federal Marketplace deadline are updated before they are reused for Plan Year 2027.

Make Sure Your 2027 Marketplace Certification Is Ready

Marketing and client outreach will not help if your Marketplace registration is not complete.

CMS has opened Plan Year 2027 Marketplace registration and training for eligible returning agents and brokers who completed Plan Year 2026 Individual Marketplace registration and training. CMS currently states that information for agents who did not complete PY2026 training will be provided separately.

Agents should verify their Marketplace registration status well before Open Enrollment begins rather than waiting until November.

Remember: State-Based Exchange Dates May Be Different

The December 15 deadline specifically applies to Exchanges using the federal platform.

Agents working in states with their own State-based Exchange should confirm that Exchange's 2027 enrollment calendar.

CMS allows those Exchanges some flexibility, provided their Open Enrollment Period begins no later than November 1, ends no later than December 31 and does not exceed nine calendar weeks.

For agencies operating across several states, maintaining a simple state-by-state enrollment calendar could help prevent missed deadlines.

A Shorter OEP Makes Early Client Contact More Important

Open Enrollment has always been a busy period for ACA agents, but the 2027 schedule gives agents less room for procrastination.

A good strategy heading into November is to:

  1. Complete your 2027 Marketplace registration early.
  2. Review your existing ACA book before Open Enrollment.
  3. Update marketing materials with the December 15 federal deadline.
  4. Begin client outreach before November 1.
  5. Confirm enrollment dates for State-based Exchanges where you conduct busi
