Cigna Healthcare will start paying commissions on Medicare Prescription Drug Plans (PDP) starting in AEP 2024!
We are excited that you will soon be able to offer Cigna Healthcare's full portfolio of products to your customers, including all of their PDP plans.
For your awareness, we have an overview of how PDP commissions will impact different aspects of the broker experience below. Be on the lookout for more information coming soon. In the meantime, free to reach out to your Marketing Director should you have any questions.
Admin Fees
Status
Not yet finalized.
Cigna plans to pay at all levels in range with other carriers.
Timeline
To be announced July 1, 2023.
Plan Premiums
Status
The PDP product team will submit the bid to CMS.
Premiums are unknown until August as they depend on the CMS subsidy.
As always, we are working to ensure plan value and price consistency.
Timeline
Bid to be submitted to CMS by early June.
PDP commissions to be announced around July 1, 2023.
Contracting
Status
Contracting will run through Cigna MAPD contract and hierarchy.
For agents contracted with both CSB and MA, PDP business will run through their MAPD contract and hierarchy.
Agents contracted with only CSB will need to obtain a Cigna MAPD/PDP contract through one of Cigna’s existing MAPD partners.
A standalone PDP contract will not be offered.
Existing Cigna MAPD Agents:
Re-contracting is not required to sell Cigna PDP as the existing Cigna MAPD contract covers Cigna PDP.
Agents Not Contracted for Cigna MAPD:
FMOs can start contracting agents with an active license in one of our current MAPD states. Please note: Agents need to complete the current 2023 certification for MAPD within 90 days of submitting a contracting packet or their packet will be closed.
States that are not currently part of the Cigna MAPD footprint will be available for contracting in July.
Timeline
Agents Not Contracted for Cigna MAPD:
Newly contracted agents in an existing MAPD state must complete the current 2023 certification within 90 days of submitting a contracting packet.
Contracting will be available in July for states that are not currently part of the Cigna MAPD footprint.
Appointments
Status
Appointments will follow the same process being used today.
Agents in JIT states will be appointed when they make their first PDP sale (later this year).
Non-JIT states will be pre-appointed, similar to the process for MA.

Appointments will be available for JIT states later this year.
Certification
Status
Agents will need to complete the 2024 certification in order to be considered ‘Ready-to-Sell’ for Cigna PDP plans.
States that offer Cigna MAPD and Cigna PDP: Contracted agents will need to complete the MAPD + PDP 2024 certification. There is no standalone PDP certification available.
States that only offer Cigna PDP: Contracted agents will need to complete the standalone 2023 certification.
Agents contracting prior to July 1st in one of our existing MAPD states will need to complete the existing 2023 MAPD certification within 90 days of submitting their contracting packet or their packet will be closed.

With the launch of our fully commissionable PDP products, brokers will be in the best position to support our No Wrong Door portfolio selling strategy. With this enablement, you can meet your customers’ specific needs by presenting any combination of Cigna MA, Cigna PDP, Cigna Med Supp, and other Cigna Supplemental Health and Life (SHL) products. This will also drive value and affordability for our shared customers.
